Police identify woman hit and killed crossing Midlothian Turnpike

CHESTERFIELD, Va. (WWBT) - Police have identified the 60-year-old woman struck and killed by a car in Chesterfield on Dec. 6.

Police say it happened on a stretch of road that is historically dangerous for pedestrians since there are no crosswalks.

Police responded to the report of a crash shortly after 6:30 a.m. on the 7100 block of Tim Price Way - off Midlothian Turnpike - near the Chippenham exit.

According to police, a woman was walking south across the westbound lanes of Midlothian Turnpike when she was struck by a 2017 Nissan Rogue.

Marguerite Brooks, of Richmond, was pronounced dead at the scene.

The driver of the vehicle - Cathy D. Allen of Richmond - remained at the scene and was charged with reckless driving by speed in relation to the crash.

Chesterfield Police Sgt. Stephan Rouze says it is going to take action from Chesterfield’s Transportation Department to make this intersection safer.

“Unfortunately, this is the third crash in that stretch of roadway this year,” Chesterfield Police Sgt. Stephan Rouze said.

On Feb. 10, a female was hit and killed at the intersection of Midlothian Turnpike and Ruthers Rd.

On October 16, in the same location, 26-year-old Skylar Steak was struck and killed in a DUI hit-and-run.

”It is frustrating because the pedestrians have no lawful place to cross in that stretch of roadway right there. So from an enforcement perspective, there’s little we can do,” Sgt. Rouze said. “All crashes are preventable in one manner or another.”

According to Chesterfield County’s Transportation Department, there are currently two different projects along Route 60 in the works.

First, the county will be adding sidewalks on both sides of Route 60 from the existing sidewalk at Stonebridge and Spring Rock to Ruthers Road. This project includes pedestrian crossings at Boulders Pkwy, Turner Rd, and Ruthers Rd.

However, construction won’t be expected until 2024.

The county also has a pending project, slated to begin design in 2024, to improve pedestrian access through the Chippenham interchange, with pedestrian crossings at Stonebridge Plaza, Donald May Jr. Dr, and Arcardia St.

Police say, in the meantime, all they can do is to encourage driver and pedestrian safety. They say that effort only goes so far.
